Did the US Government Sell 85% Of Its Bitcoin Holdings?

Recent documents indicate the US government directly owns only 28,988 bitcoins, valued at $3.47 billion. This is only 15% of the 200,000 BTC that was previously believed to be under US control. The remaining 85% of bitcoin is held as seized assets, rather than forfeited assets.
